Ferndale is, because it sits within 25 km of Dearborn even though it is in Oakland County. Nearly everything else on the list is in Wayne County. Canton is a township rather than a city. Farther-out places such as Ann Arbor and Pontiac are beyond the radius, so call to confirm anything near the edge.
